The Enterprise Identity Management (EIM) project was closed on November 1, 2023. Read below for more about the EIM project's accomplishments, what was behind the closure and future plans for EIM at UC San Diego. 

Leadership from ESR and the Enterprise Identity Management (EIM) project have made the difficult decision to close the Enterprise Identity Management (EIM) project, setting a closing date of November 1, 2023.

Led by the Office of Information Assurance, the EIM project’s goal was to manage the risks associated with 70,000-plus users interacting with university systems more than 6 million times each year through the creation of a unique digital identity record for each individual who interacts with university systems and resources. When changes to the individual’s role or status with the university required changes to their resource and system access, the individual’s username would be checked and confirmed against EIM digital identity records.

This central, digital user record check would remove the risk of assigning access to the wrong individual and creation of additional digital identity records to access multiple systems.

The decision to close the EIM project was not made lightly. A critical deficiency was identified with the performance of the open-source COmanage Registry and Match system. COmanage failed our stress test, and, after discussions with our consultants, other adopters in higher ed and investors in the project, it was determined that COmanage would not meet the university’s needs and it would be better not to continue with this product.

The EIM Roadmap

Though the current EIM project is closed, a centrally managed, enterprise-wide solution for digital identity management is still a priority. Work completed through EIM has identified opportunities as strong partnerships were formed across campus and Health. The excellent work of the project team along with the valuable contributions of our business partners and subject matter experts will inform the direction of the Identity Management service roadmap and the selection of a new solution for the registry and match component of EIM.
